In a bowl, mix together the salt, garlic, vinegar, bay leaf, black pepper and chili. Use this mixture for marinating the meat overnight.
Add the oil to a pot, heat it up and fry the onions until soft, add the meat along with the marinade and simmer gently until the meat is done.
Add the chopped vegetables and cover with water. Bring it to a boil, reduce to a simmer and cook for about 40 minutes or until the vegetables are done.
Season with salt, paprika and pepper and serve.
