Sauté in a large pan the meat and onion until well browned. Add potatoes and carrots.
Fry until the potatoes are golden brown. Season with the salt and spices. Mix well.
Pour into a greased baking dish (we used individual ones) and bake on a previously pre-heated oven at 180°C for 1 hour.
Beat the eggs, add salt and gradually add the flour until getting an uniform batter. Pour this batter on top of the baking dish/dishes, return to the oven and bake until the top is set.
