In a large bowl, cream the butter and sugar, add the water and vanilla, mix until combined.
Stir in the flour and salt and mix until well combined. Shape the dough into 20 balls of 3 cm diameter.
Line 2 cookie trays with baking paper.
Press the pretzel rods onto the ball of dough. Press the dough with a fork to resemble bristles of a broom.
Bake in a previously pre-heated oven at 180°C for 12 minutes. Cool completely on a wire rack for around 30 minutes.
Heat the chocolate and shortening over low heat, until melted.
Spoon melted chocolate over the brooms leaving the cookie bristles uncovered.
Drizzle with the melted butterscotch chips. Let stand until set. (we did this with cupcake frosting).
